Starting August 15, 2025, Vietnam will introduce a new long-term visa waiver aimed at attracting outstanding foreign talent. Under Decree No. 221/2025/ND-CP, issued on August 8, 2025, eligible individuals will be able to apply for a Special Visa Exemption Card (SVEC).

This card, available in both physical and digital formats, will allow multiple entries into Vietnam and can be valid for up to five years. Holders can travel in and out of the country as often as needed during the exemption period.

What is the Special Visa Exemption Card?

The SVEC is designed for foreign nationals whose work, expertise, or influence could contribute to Vietnam’s economic, scientific, cultural, or social development.

  • It allows unlimited entries during its validity.
  • The maximum validity is five years.
  • The card must expire at least 30 days before the passport’s expiry date.
  • Nominated individuals may also receive a Level 2 electronic identification (e-ID) account for easier administrative processes.
  • Why is this Scheme Important?

  • Who Can Apply?

    According to Decree 221, eligible applicants include:

  • Senior officials from foreign governments, parliaments, or international organisations.
  • Renowned scientists, professors, researchers, engineers, and technology specialists from respected institutions.
  • CEOs and executives of global companies with high cultural or brand value.
  • Investors, entrepreneurs, and top-level business leaders driving socio-economic development.
  • Influential cultural, artistic, sports, and tourism personalities with global reach.
  • How to Apply

    Applications must be submitted through an authorised agency or organisation directly to the Immigration Department under the Ministry of Public Security, either in person or online.

    Required documents:

  • A written request from the nominating agency/organisation.
  • A copy of the passport information page.
  • Processing steps:

    1. Immigration Department reviews the application.
    2. If approved, one of the following is issued:

  • Digital SVEC (Form NC-01)
  • Access to the digital card (Form NB-01)
  • Physical chip-embedded card (Form NC-02)
  • 3. If rejected, a written explanation is provided.

    Processing time:

  • High-level state guests – within 3 working days.
  • Scholars, experts, investors, cultural/sports/tourism figures, honorary consuls – within 5 working days.
  • Physical card issuance – within 7 working days.
  • Rules for Entry and Stay
  • SVEC holders receive a 90-day temporary residence stamp on each entry.
  • The stay will be equal to the remaining validity if the card is valid for less than ninety days.
  • Upon admission, travelers are required to show both their passport and SVEC.
  • When Can the SVEC Be Cancelled?

    The Immigration Department may revoke the card if:

  • The holder no longer satisfies the requirements for eligibility, or
  • A competent authority requests cancellation.
