Starting July 1, 2025, Indian citizens applying for visas to Germany will face tougher rules, as the country is officially scrapping its informal visa appeal system, known as the remonstration procedure.
What’s Changing?
Until now, if your German visa application was denied, you had the option to write a free remonstration letter to the embassy, asking them to reconsider the decision. This was a straightforward and cost-free way to challenge rejections widely used by Indian students, workers, and tourists.
However, that option will no longer be available starting in July. Instead, you’ll only have two paths:
1. Submit a completely new visa application, or
2. File a formal legal appeal in German courts, which is a costly and drawn-out process that may take up to two years.
The German Foreign Office confirmed that this change will apply worldwide, not just to Indian applicants, ending a process that was previously offered voluntarily and wasn’t required by law.
Why the Change?
In the middle of 2023, Germany attempted suspending the remonstration process at a few visa offices. The results were positive embassy staff had more time, and visa processing moved faster. According to the German mission in India, getting rid of the appeal process helped them handle more applications and reduce waiting times.

A Silver Lining: Digital Visa Tools
To ease the transition, Germany is rolling out digital systems to help applicants submit better-prepared applications. The new Consular Services Portal will be available to Indian applicants for work, apprenticeship, student, or family reunification visas starting in January 2025.
This portal guides users step-by-step through the application process, reducing the chances of mistakes or incomplete submissions. Early results from pilot programs show that these digital tools are improving the quality of applications and cutting down delays.
